There is a tendency in most organizations such as a corporation, that every employee rises in the hierarchy through promotion until they reach the levels of their respective incompetence.
Competent employees will do the job of the incompetent ones and continue to be promoted, but at some point will be promoted into positions for which they are incompetent and stick there because of weak performance.
