The people lament over the destructive constructiveness of their state, for it means having their houses of habitude teared down and wiping their tears with money in a newly built white kitchen. All that is done to please the bank account of organisators, which are insecure about having their neglected flaws exposed. So by police force and sudden donation, they shoot dogs and drive away poor people from eyesight hoping to prove humanitarian servitude and humble hospitality towards rich travellers which, at best, visit many times with naive admiration and, at worst, wander around or stay long enough to gradually lose interest in what others praise.
